# Flagstaff Planning & Zoning Commission Meeting - October 29, 2026

**Body:** City of Flagstaff
**Date:** October 28, 2026
**Jurisdiction:** SLED

The City of Flagstaff Planning and Zoning Commission met on October 29, 2026, and held public hearings on related applications for the proposed STL290 development by Symmetry Companies. The proposals cover approximately 290 acres of state trust land and include a minor amendment to the Flagstaff Regional Plan 2030, a specific plan, and two concept zoning map amendments. The development concept includes up to 785 homes, a 120-key lodging use, approximately 80,000 square feet of commercial space, parks, trails, and supporting roads and utilities. Staff recommended approval, but the commission did not vote on these applications at this meeting; a further hearing and vote were planned for the next meeting. No public comments were received.

Commissioners and the applicant discussed proposed road connections and traffic improvements, including the John Wesley Powell Boulevard extension and future roundabouts; water and reclaimed-water use; school capacity; public trail and forest access; housing types and the absence of proposed affordable housing; and terms still under negotiation for a development agreement. The commission approved the October 14, 2026, meeting minutes. No procurement activity, contract awards, or purchasing decisions were identified.
