The Franklin Economic Development Subcommittee met on October 29, 2026, and considered several zoning and bylaw changes with potential effects on future development opportunities. It voted to advance rezoning proposals for 177, 185, and 191 Grove Street (3–0), 634, 648, and 656 King Street (2–1), and 3627 Washington Street (2–1), for further Town Council/planning review. A proposal covering 199, 203, 213, 223, and 241 Washington Street did not advance after residents raised concerns about neighborhood impacts and the lack of support from affected property owners. The committee also approved, each unanimously, updates to the Conservation Commission bylaws, the telecommunications overlay bylaw, and the clean-energy overlay bylaw. The clean-energy changes establish where solar and battery-storage projects of different sizes may be located, with larger battery projects limited to industrial areas and subject to special permits and protections for wellhead and residential areas. No contract award or purchasing action was identified.

The committee discussed, but did not fund, a form-based code project after the town was unsuccessful in obtaining a $75,000 grant; members noted that funding might be considered through a future budget or capital-planning process. Staff also described potential small-scale battery-storage installations at the high school and other sites, which could generate revenue for the town, but no project or vendor was selected. Other upcoming work discussed included a vacancy study and a possible meeting with local business organizations.
