The City of Worcester Off-Street Parking Board met on October 29, 2026. Members present unanimously approved a parking agreement with 22 Elm Street LLC for 50 nonreserved spaces at the Pearl-Elm Garage to serve a newly completed 22-unit affordable condominium development. The agreement has a 10-year term and either party may terminate it with 30 days’ written notice; increasing the number of spaces would require a contract amendment and further board approval. The board also approved the minutes of its April 29, 2025 meeting.

The Parking Director reported FY2026 off-street parking revenue of approximately $5.894 million, expenses of about $6 million, net income of negative $123,383, and an ending fund balance of approximately $4.363 million. The Federal Plaza Garage’s Main Street stairwell work was completed at a cost of about $700,000. Union Station Garage waterproofing and fire-alarm work is out to bid, with federal funding expected to cover 80% of the estimated cost; a contract is anticipated in the first quarter of 2027, with completion expected during 2027. Staff plan to bring recommendations for monthly parking-rate changes to the next meeting.
