The City of Pullman’s regular City Council meeting was held October 20, 2026. The consent agenda was approved, including accounts-payable disbursements of $2,135,066.96 and travel checks totaling $1,699.48, and acceptance of contract PR24-03, construction of pickleball courts, as complete. The Council also considered a six-year stormwater rate plan beginning January 1, 2027. Staff recommended funding more proactive maintenance and flood mitigation, as well as a capital program estimated at $9.13 million over 15 years; two priority flood-improvement projects were each estimated at $875,000. The proposed rates include annual adjustments tied to the Municipal Cost Index, capped between 1% and 6%. The Council approved the stormwater fee-schedule resolution and a resolution establishing a $388.66 stormwater general facilities charge. The related ordinance amending city code initially appeared to pass, but a post-meeting legal clarification stated it did not receive the required majority of the council’s full membership and therefore failed.

The Mayor opened public hearings on the proposed 2027–28 city, Metropolitan Parks District, and Transportation Benefit District budgets. No budgets were adopted; the Mayor said the city’s proposed biennial budget is unbalanced and that continued use of reserves would leave the general fund nearly depleted by the end of 2028 without revenue increases or further reductions. The Council also approved the West End Villas final plat and planned residential development plan, covering 65 lots, including 60 townhouse lots. Public comments urged investment in library services and suggested exploring community volunteers as an alternative to some consultant spending. No new contract award or vendor selection was identified.
