Pasco City Council workshop, August 24, 2026. The council reviewed the city’s self-funded employee health plan through June 30. Costs were about $811,000 below the $5.8 million planned for the first six months, and average claims per employee fell from roughly $1,806 to $1,487 per month; officials cautioned that this is an early trend, not a surplus or final year-end result. The city had approved a $6.5 million interfund loan to stabilize the plan, with repayment expected to begin in October at 4% interest; the repayment amount was not confirmed during the meeting. Officials also reported about $343,700 in identified stop-loss reimbursements and said approximately $950,000 in delayed pharmacy rebates had been recovered. Preliminary 2027 budgeting anticipates about a 4% increase for coverage. No procurement action or vote was taken on these items.
The council also received an operations update on the Pasco Aquatic Center, which opened June 27. The facility was funded and constructed by the Pasco Public Facilities District under an interlocal agreement; the city manages daily operations, while the district funds operations through facility revenue and sales tax. The presentation covered attendance, staffing, safety, programming, and facility rentals, without a new purchasing or contract decision. During miscellaneous business, a council member raised commercial code-enforcement concerns; staff said they would provide statistics and discuss two additional permanent code-enforcement positions during the upcoming budget process. No formal action was taken at the workshop.
