Pasco City Council regular meeting, October 19, 2026. The council unanimously approved the consent agenda, including claims totaling $7,244,985.94, delinquent-debt write-offs of $2,436, and authorization of a $15 million Drinking Water State Revolving Fund loan (contract DWL-33069-0). It also approved Resolution 4792 accepting the proposed boundaries for an annexation in Section 26, with zoning and bond-indebtedness matters to be addressed later in the process. Resolution 4793 declared city-owned property at 614 North 2nd Avenue surplus—the first step toward a possible sale to nonprofit Eliza Family Homes for residential development; no sale was approved at this meeting.

Much of the discussion concerned the proposed 2027–2028 budget and possible reductions to police, fire, and other services. Numerous residents and public-safety employees urged the council to avoid staffing and facility cuts; the council emphasized that no budget decision was being made that evening and scheduled further public discussion. Staff reviewed utility budgets, including planned rate increases, sewer staffing needs, deferred maintenance and capital work, and financial pressures related to the process water reuse facility. The council also received an informational presentation on employee compensation and benefits, with no action requested. No vendor selection, competitive bid approval, or new procurement award was identified.
