The Pasco City Council workshop on October 26, 2026, reviewed draft 2027 state and federal legislative priorities, capital planning, and the city’s budget outlook. Proposed funding requests included $2 million from the state for the Butterfield water treatment plant, $1 million for softball fields, and a $5 million federal earmark request for Butterfield; councilmembers also urged federal advocacy for the Road 76 overpass. The state agenda emphasized city fiscal sustainability and replacing revenue lost through tax exemptions. Councilmembers expressed support for adding Visit Tri-Cities’ request to preserve the option for a tourism promotion assessment above $2. The city manager noted a planned reduction of $94,850 per year in the federal lobbying contract ($189,700 over the biennium). No formal action was taken at the workshop; staff was asked to return with budget scenarios and the draft legislative priorities were expected to come back for adoption.

Staff also presented a proposed professional services agreement with RH2 Engineering, selected through a competitive qualifications process, for wastewater treatment plant system analysis, design, and construction support. The agreement is not to exceed approximately $600,000, funded from the sewer utility’s operations and maintenance budget; the analysis will help prioritize plant repairs and fit them within an approximately $3 million improvement allocation. During capital improvement plan discussion, councilmembers considered changes including listing a pump track as a separate potential project and retaining a $400,000 animal-shelter demolition placeholder for further consideration. The council also discussed possible property-tax levy and public-safety sales-tax increases, staffing and service reductions, and other budget options, without taking a formal vote.
