The Pasco City Council meeting on September 21, 2026, unanimously approved the consent agenda, including claims totaling $382,453.33; Resolution 4783 adopting the Franklin County Solid Waste Management Plan; Resolution 4784 authorizing purchase of Tract A in the Barker Heights subdivision; Resolution 4785 approving a professional services agreement with HDR Engineering, Inc. for the Road 76 overpass project; and Resolution 4786 concerning traffic safety program funding. Council also approved Ordinance 4858 amending the municipal code provisions for cannabis retail facilities, including a change to location restrictions; the discussion addressed how existing nonconforming locations would be treated. The amendment may affect future retail licensing opportunities.
Council discussed—but did not select—a future operating model for the Tri-Cities Animal Control Facility. Options included a public shelter, a more limited animal-control facility, and a hybrid arrangement with a nonprofit. Staff described annual operations as costing more than $2 million and cited estimated additional costs of roughly $220,000–$230,000 for animals staying beyond 14 days. Council members requested continued public discussion and a detailed, line-by-line budget review while exploring the hybrid option; no contract or operating-model award was made. Staff reported that two of three property RFPs received responses, with follow-up questions pending, and that proposals for the former Pasco Specialty Kitchen and farmers market properties were expected at the first regular October meeting; a draft events RFP was also due then. The Parks and Recreation Director recruitment will be handled in-house rather than by a professional recruiter, avoiding an estimated $20,000–$30,000 recruitment expense, apart from staff time and posting costs.
