The Pasco City Council’s regular meeting on September 8, 2026, approved its consent agenda, including a 2025–26 budget amendment for park security enhancements, Lightspeed Networks Inc.’s franchise renewal, and acceptance of completed work by Clearwater Construction and Management LLC on the wastewater treatment plant Phase One project and Tapani Inc. on the Process Water Reuse Facility Phase Two winter-storage project. Council also approved Resolution 4780 revising the 2027–32 Transportation Improvement Program to add four Broadmoor-area roadway projects, and Resolution 4781 authorizing an engineering-design services agreement with Apex Companies LLC, not to exceed approximately $850,000, for road projects in the area. Staff estimated about $28 million of the Broadmoor tax-increment-financing program’s $39 million limit was committed or spent; an estimated $400,000 of the Apex work was expected to be funded in 2025–26, with the balance considered in the upcoming budget. Ordinance 4856, providing a supplemental appropriation for the Broadmoor TIF program, was also approved. The council approved Resolution 4782 to increase the general petty-cash fund from $7,500 to $10,000; the transcript does not capture the vote on that item.
The council held hearings on a six-month moratorium on permits and licenses for new data centers and related high-density computing facilities, and on a proposed increase in the cannabis-retail limit from four to five, with two licenses designated for social-equity applicants. No final action on either proposal was recorded at this meeting; staff described further public engagement and study of data-center impacts, with a possible moratorium extension if needed, while cannabis code action was scheduled for September 21. Council also discussed a targeted urban area tax-exemption program for eligible manufacturing uses. On the Pasco Softball Complex and HAPO Center, staff reported that the county had not responded to the city’s lease-extension request or recent purchase offer; council members expressed support for exploring alternative city-controlled facilities. No procurement award related to that discussion was made.
