Kirkland City Council regular meeting and study session, October 6, 2026. The council approved Resolution 5747, authorizing the city manager to negotiate and execute an affordable-housing agreement for the Arite Apartments, by a 7–0 vote. Revised terms include a $500,000 no-interest loan that could be extended for up to two additional 20-year terms, with affordability lasting for the loan term; the agreement also adds units affordable at 80% of area median income and limits rent increases for certain other units. The council also voted 5–2 to authorize staff to proceed with leasing the former church property for community purposes while the city prepares to activate it, described as a temporary arrangement of about two years. Any use must comply with park zoning; multiple tenants may be considered, and staff will determine whether to use an RFP and return with a formal resolution.

Other spending- and implementation-related discussion included citywide speed-limit changes: staff described an approximately eight-year rollout within existing resources, while council members asked for cost and schedule options to accelerate sign replacement and public outreach; no funding or implementation vote was taken. Council directed staff to bring options for minimum-wage stakeholder engagement and targeted study to the November 4 meeting (approved 7–0); the related proposal for a more specific engagement process and ordinance options did not pass. The emergency-management framework was presented as a consent-agenda action, with no new procurement or specific spending identified. No competitive bid award or vendor selection was made at the meeting.
