The City of Pullman Planning Commission met on September 23, 2026. The commission approved the prior meeting minutes by motion and vote. Most of the meeting was devoted to continuing education on Washington local planning, including comprehensive plans, land-use regulations, public participation, and legal requirements for open meetings and quasi-judicial decisions. Commissioners also discussed how public-engagement metrics could inform future comprehensive-plan updates and whether to establish an annual work plan; no formal action on a work plan was recorded.

The commission discussed staff research on parking regulations across zoning areas, including comparisons with jurisdictions that have recently revised their rules, innovative loading and drop-off arrangements, and input from local businesses and developers. The discussion noted state-law exemptions that limit when the city can require parking, as well as Pullman-specific factors such as topography, transit, and climate considerations. No contracts, purchases, funding allocations, or other procurement actions were identified. Staff reported that two prospective commission-member applications had been referred to the mayor; appointments remain subject to the council process.
