Kirkland City Council study session and regular meeting, September 1, 2026: Council reviewed the preliminary 2027–2032 Capital Improvement Program (CIP), proposing $224 million across eight program areas. Proposed allocations included $83 million for transportation, $21 million for surface water, $33 million for water, $20 million for sewer, and $32 million for parks; the presentation also cited $5.3 million for public safety, $7.7 million for facilities, and $8.2 million for information technology. Projects discussed included Peter Kirk Pool renovations, annual sidewalk maintenance ($100,000) and Safe Routes to School funding ($550,000 annually), and the South Reservoir replacement. The reservoir estimate increased by about $6.7 million, with Kirkland’s share estimated at $2.9 million; staff said debt or favorable loan financing may be considered. Several external grants were pending or being pursued. This was a preliminary review, with further discussion expected in November and final CIP action in December; no contract awards or bid approvals were identified.
Council also heard updates on a sexual-assault advocacy pilot and the city’s domestic-violence response, and took several policy and land-use actions. Ordinance 4947, amending city code regarding civil detention facilities, passed unanimously; Ordinance 4946, revising parking enforcement rules for abandoned vehicles and RVs, passed 6–1. Council approved an amendment to the International Community School campus plan allowing enrollment to increase from 445 to 545, subject to conditions. An affordable-housing fee ordinance, as amended, failed 3–4. The meeting also included a Welcoming Week proclamation and public comments on housing, parking, and community services.
