The Town of Penfield Board held a work session on October 28, 2026, with department updates and action-item discussions. Procurement and capital-project updates included three bids received for emergency property-maintenance services, which staff will review with the finance director, supervisor, and town attorney; no award was made. The town began bonding discussions for capital needs in the 2027 budget and expects $121,000 in ARPA funds for the new Harris Way playground. A Veterans Memorial Park pump station and force main project to replace the existing septic system is out for bid. The town is also pursuing Monroe County matching funds for sidewalks planned for 2027 construction.

A local waterfront revitalization program RFP is prepared but cannot be released until the state contract is finalized; staff hope to solicit proposals late this year or early next year and have a planning consultant begin in the spring. Proposed 2027 fee-schedule changes were reviewed, including a $1,000 Clark House rental fee for certain school or sports-booster events to cover cleaning, and increased fees for sports tournaments and PCTV services; adoption was anticipated but no vote was recorded. A three-year successor agreement ratified by CSCA is scheduled for a Board vote on November 4. The Board also discussed a potential expanded veterans’ tax exemption, but deferred a decision pending further information. No procurement awards or spending resolutions were approved in the transcript.
