The City of Mountlake Terrace held a utility-rate town hall on August 26, 2026, to discuss its 2027–2032 water, wastewater, and stormwater rate study and gather public input before presenting the work to City Council on September 10. The city described preliminary scenarios of 3%, 6%, or 9% annual increases for each utility, with council expected to adopt rates for 2027 and 2028 this fall. No rate-setting vote or contract award occurred at the town hall. Officials said proposed increases would fund capital improvements rather than add to operating budgets, and reviewed utility costs, rate comparisons, reserves, and debt financing, including a previously referenced $40 million bond covering all three utilities.
Potential projects include water-main replacements, seismic work on a water tank, emergency interties, sewer and lift-station upgrades, and stormwater improvements. Under the scenarios, the city estimated differing numbers of projects could be completed; the discussion included roughly $15 million per I-5 water-main crossing and a planned stormwater grant of about $5 million. The city said it expects to seek additional grants and has previously received a $7 million public works loan. Officials also noted that a possible nutrient-treatment requirement could mean a $12–20 million project at the Edmonds treatment plant, with Mountlake Terrace’s estimated share of $5–6 million; that cost is excluded from the scenarios. A stormwater project involving deep sewer pipes was expected to go out to bid the following month. Community feedback was solicited to help prioritize projects, but no procurement decision was made.
