The Auburn City Council held a study session on September 28, 2026, with presentations on Waste Management’s 2025 contract performance, Auburn School District sustainability efforts, proposed development-agreement procedures, and startup funding for the municipal court. Waste Management reported serving more than 19,600 customers and collecting 66,680 tons, with 26.3% diverted from landfill. The company contributed $11,000 in memberships, sponsorships, and in-kind services. Officials said contract rates increase annually based on CPI and King County tipping fees, and a consultant is conducting a rate study; rate changes are expected to come before the city later in the year. School District representatives described city and King County Green Schools support, including grant-funded sustainability work, and reported a 28% reduction in garbage volume at participating schools.

Council reviewed proposed Ordinance 7027, which would establish a framework for development agreements, including public review and council approval, with flexibility for projects in return for public benefits such as affordable housing, open space, transportation improvements, or utility infrastructure. The council also discussed Ordinance 7031, Budget Amendment No. 6, for municipal court startup costs—including facility improvements, furniture and appliances, staffing, and technology. The discussion cited an estimated total impact of about $1.197 million and also referenced $866,500 in the materials; officials described funding transfers and noted approximately $20,000 in waived court-technology fees. Staffing and implementation assumptions depend partly on whether the court receives about 130,000 cases from King County. No votes or procurement awards were recorded; both items were discussed at the study-session stage.
