The Mountlake Terrace City Council’s October 1, 2026 regular meeting opened the city’s biennial budget review. Staff discussed the general fund outlook and a projected budget gap, including a roughly $1.3 million adjustment to utility-to-general-fund cost allocations, an approximately $50,000 increase for jail costs, and higher insurance and health-benefit expenses. Council debated using banked property-tax capacity to balance the budget; no final budget decision was made, with further presentations scheduled in October and property-tax discussion planned for November. Members also discussed opioid-settlement spending and the use of hotel-motel tax funds, but took no action on those allocations. No contract awards, RFPs, or vendor-selection decisions were identified.
Council approved the 2027 utility rate schedule and advanced the related utility financial analysis plan, with the vote passing 5–1; the discussion identified a 6% water-rate increase. The 2027–2031 recreation and parks fee schedule was approved without opposition. Staff also reviewed proposed land-use code and zoning changes incorporating state requirements and updates to mixed-use areas; council indicated the item could go on the October 15 consent agenda, but did not adopt it at this meeting. The presentation referenced planned water-storage and other utility-capacity projects, but no project contracts or purchasing approvals were considered.
