The September 15, 2026 Monroe City Council meeting included budget planning, land-use decisions, and discussion of state transportation and capital funding. The council approved Ordinance 012/2026, amending the Monroe 30 development agreement, by a 6–1 vote after voting 6–1 to waive the usual two-reading requirement. The amendment removes the developer’s four-acre park dedication; the city will instead collect the full park impact fees, while other agreement provisions—including housing diversity requirements—remain. Staff cited steep terrain, access, and stormwater-vault constraints as reasons the proposed park would be costly and unsuitable. The developer said the site would still include usable open space for residents. The council also passed the first reading of a sewer-code amendment 7–0, allowing existing customers with lawful connections predating February 28, 2018, to increase sewer capacity outside city limits.

Staff presented a preliminary 2027–28 general fund revenue projection of $41.9 million and a six-year forecast showing structural budget pressures. Proposed cost controls include reduced travel and contract services, fleet right-sizing and longer vehicle lifespans (about $350,000 in projected general fund savings), and moving citywide software subscriptions into the IT fund. The council unanimously approved a voluntary separation incentive policy intended to reduce personnel costs and help address the budget imbalance; no incentive amounts were stated. The mayor also described pursuing capital funding for the downtown festival lot and advocacy for transportation projects, including Highway 2 and SR 522. No contract award, vendor selection, or bid approval was identified.
