The City of Monroe Planning Commission held public hearings on October 26, 2026, and recommended two sets of amendments to the City Council. First, the commission adopted findings and recommended approval of comprehensive plan amendment CPA 2026-02, incorporating the Monroe and Snohomish School Districts’ 2027–2031 six-year capital facilities plans into the Monroe 2044 Comprehensive Plan. The presentation noted that Monroe does not currently charge school impact fees, while Snohomish School District is considering changes to its fees; no spending or purchasing decision was made. The amendment was expected to proceed to a City Council public hearing alongside other comprehensive-plan work and the 2027–2028 biennium budget process.
The commission also recommended middle-housing code amendments allowing additional housing types in residential zones, including cottages, duplexes, triplexes, fourplexes, and townhomes, with design standards and a density bonus in R7. After discussion of affordability definitions and whether requirements might discourage development, commissioners supported retaining an affordable-housing component and setting the requirement at 10% for both R7 and R15 developments subject to the threshold described in the proposal. The recommendation was to forward draft findings and conclusions to the City Council; it was not a final Council enactment. The meeting also received a departmental update noting construction activity at the Surfer’s Station 32 fire station and site-plan approval for Rodland Townhomes. No procurement activity, contract award, or vendor selection was identified.
