The City of Kenmore City Council’s special and regular meeting, including a joint session with the Northshore School District Board, was held October 19, 2026. The joint session reviewed Kenmore’s six-year, approximately $120 million capital improvement plan, much of which is unfunded or partially funded. City projects discussed included park and waterfront work, sidewalks and transportation improvements, culvert and stormwater upgrades, a possible Samish River dredging project, and the public works operations center, whose building is underway with a hoped-for fall 2027 move-in. The district reported school capital work funded by its 2022 and 2026 bonds, including HVAC and seismic upgrades and the multi-phase Inglemoor High School replacement. BN Builders was identified as the phase-one contractor and Lydig Construction as the phase-two contractor; the district is also hiring a contractor for seismic work through a design-build process. Phase one is targeting substantial completion by the end of 2027, with phase-two demolition anticipated in 2027 and completion in 2029; a further phase is contingent on a proposed 2030 bond.
The council adopted, 5–2, a resolution clarifying its intent for Proposition 1 levy funds: spending in climate and environmental stewardship, affordable housing, and human services, with no intent to use levy banked capacity. The council held, but took no final action on, a public hearing for park impact fees; the proposal would raise the charge from 75% to 80%, effective January 1, 2027, and is to return at a future meeting. The council also heard a presentation on the 2027–28 budget, including city facility and fleet, street, parks, and other capital costs; budget adoption was not considered at this meeting. A separate motion to schedule future discussion of the Swamp Creek zoning regulations was approved, not a final zoning decision.
