The City of Kenmore’s September 21, 2026 special and regular City Council meeting included presentation of proposed Ordinance 260647, the 2027–2032 Capital Improvement Program (CIP). The proposed program covers 54 parks, transportation, surface-water, and city-facility projects totaling just under $120 million; grants make up 47% of identified funding. Projects discussed included sidewalk and bicycle facilities, bridge and culvert work, stream enhancement, stormwater retrofits, park mitigation, and city-facility improvements. The 61st Avenue sidewalk and stream-enhancement project has about $3.5 million identified, with a goal of securing funding to expand it toward $10 million. A feasibility study for replacing the grass at Moorlands Athletic Field with turf would precede any construction or grant application. The CIP was not adopted at this meeting: a public hearing was scheduled for September 28, with possible adoption on October 12. Council also discussed the Arrowhead Drive project’s proposed pilot of three temporary sets of speed cushions, with further public discussion planned.
A Puget Sound Energy representative described approximately $8.6 million in planned 2026–2028 reliability improvements across 10 circuits serving Kenmore, including cable replacement, fuse-saver installations, and conversion of overhead wire to underground; this was a utility presentation, not a City contract award. In the park-impact-fee discussion, a motion to direct staff to develop a methodology incorporating housing type and unit size failed 2–5; no final adoption of the fee ordinance was recorded. Separately, Council voted 4–3 to advance proposed zoning amendments for parcels near Swamp Creek to a public hearing, while retaining existing shoreline buffers. In executive session follow-up, Council also approved a motion authorizing litigation to enforce a notice of violation and tree-removal permit conditions.
