The City of Mill Creek, Washington City Council’s regular meeting on September 8, 2026, approved a resolution authorizing renewal of its interlocal agreement with Snohomish County for surface-water management billing services. Staff said the county’s service fees have averaged about $18,500 annually over the past decade and that bringing billing and collections back in-house would cost more than twice as much. The renewal updates data-sharing, exemption-processing, delinquent-account, billing-cost, and notice provisions. The consent agenda was also approved, including accounts payable/transfers reported at approximately $1.39 million and payroll and benefit payments of $696,462.18; no exceptions were raised.

A bond adviser from DA Davidson gave an informational presentation on financing options for capital needs, including surface-water projects. Staff cited approximately $79 million in unfunded needs and discussed a possible roughly $5.5 million stormwater financing, but the council took no financing or bond-issuance action; a surface-water rate study is expected in October. The council also held a study session on proposed land-development and zoning-code updates, including reorganized use and development-standard tables and future discussion of data centers. No construction contract awards, vendor selections, or bid approvals were identified.
