The City of Port Angeles City Council regular meeting on October 20, 2026 included several procurement- and capital-related actions. Council unanimously approved consent items that included the purchase of replacement Stryker EMS equipment (CAPM1), an agreement for Ennis Creek fish-barrier removal, and an agreement for the Lower Elwha Klallam Tribe Wellness Center infrastructure project; a council member recused from the latter consent vote. The budget presentation identified planned 2027 grant revenue of $2.2 million for the Ennis Creek fish-barrier project, $565,000 for electric-vehicle charging stations, and $200,000 for a wastewater-treatment-plant aeration blower project. Council also approved utility-rate adjustments for water and wastewater for 2027–2028 and stormwater for 2027–2029, with the stormwater ERU cap set at 75 through December 31, 2029 and scheduled for reconsideration before 2030 rates are adopted.
The council received the 2027 budget revenue overview and held public hearings on revenue sources and utility rates; the revenue presentation included projected increases and capital transfers but no budget adoption vote occurred at this meeting. A private developer presented a phased concept for purchasing and redeveloping the former McKinley Mill site, including small computing pods and possible industrial uses; this was a discussion, not a city contract award or approval. Council moved the first reading of the critical-areas ordinance discussion to its first November meeting. No other procurement award or bid approval was identified.
