At the November 4, 2026, regular meeting of the City of Port Angeles City Council, members unanimously approved the consent agenda, including an expenditure report totaling $2,857,993.17, pump station 4 odor-scrubber media replacement (CON-2026-37), vehicle and equipment replacements, traffic-signal equipment, and a biosolids-hauling contract. The council also unanimously authorized a second purchase of five night-vision sets and associated training from Warhammer Armaments for up to $40,395 plus sales tax, funded through the Stone Garden grant. The approved light-operations van purchase was confirmed at $75,300. Separately, council approved a Harbor alternative-dispute-resolution agreement; no dollar amount was stated. The first reading and public hearing on the 2026 property-tax levy for 2027 collection continued to November 17. Staff estimated about $5.4 million in total 2027 property-tax collections, including an approximately $52,985 increase from the allowable 1% levy increase.

The quarterly economic-development report noted $500,000 in housing support for the Francis Ridge senior-housing project, $12,597 in development-fee waivers, and federal contract awards to local firms estimated at $9.9 million through September. Council directed staff to add development of a critical-areas restoration-priority inventory to the next capital facilities plan; staff estimated the work could cost roughly $75,000–$100,000, but no funding was appropriated at this meeting. Council also approved recommendations to increase city participation and reporting on homelessness-funding priorities and RFP review, including quarterly county updates. Discussion of the critical areas ordinance continued, with further consideration scheduled for November 17; no final adoption occurred.
