At its October 19, 2026 study session and regular meeting, the Battle Ground City Council reviewed the 2025 comprehensive plan update and its long-range capital plans. Staff cited approximately $51 million in stormwater improvements, $156 million in near-term and $471 million in long-term transportation improvements, and $37 million in facilities improvements. Council discussed sewer infrastructure needed to serve the proposed Westside employment area, including potential extensions toward 72nd or 92nd Avenue and the significant costs involved; staff said a sewer plan would be presented later. No related construction contracts or project awards were made. The council also discussed potential Community Development Block Grant projects, including Remy Park and sidewalk/pathway work, but asked staff to pursue preliminary eligibility review before returning with a final project recommendation. The sidewalk repair assistance ordinance was advanced to a November 16 public hearing; it proposes income-based fee waivers, but was not finally adopted at this meeting.
The quarterly financial report noted a $3 million park-land purchase amount set aside in the budget and reported that a $150,000 lighting project was reduced to $100,000 after a $50,000 utility rebate. The mayor also reported that the EMS2 board approved a 10% increase to AMR rates for 2027, with a corresponding incremental increase in the EMS2 budget. In council discussion of the city manager search, members considered a proposed $14,000 internal search process but made no procurement decision; staff was asked to circulate the prior job description and qualifications before council determines next steps. No city council contract awards or purchasing approvals were identified.
