At the September 15, 2026 Mercer Island City Council regular meeting, the council reviewed a proposed right-of-way franchise ordinance with installation, restoration, resident-notification, and enforcement requirements, including penalties and possible revocation for material breaches. The council passed a motion to schedule Ordinance 26-14 for a second reading and adoption at a future meeting; no contract award or vendor selection was made. The finance director presented the 2027–2028 biennial budget forecast: Youth and Family Services’ projected operating deficit is $900,000 in 2027 and $1.1 million in 2028, while the General Fund deficit is projected at about $720,000 and $1.7 million, respectively. Available General Fund balance is forecast to decline from about $4.8 million at the end of 2026 to $2.2 million in 2028. Staff recommended maintaining services through the next biennium using one-time funds, while noting that longer-term service and revenue choices will require council discussion.
The council approved a motion naming the Parks and Recreation Commission lead for the 2028 PROS Plan update and approving its proposed scope, with input from the Arts Council and Open Space Conservancy Trust. The planning process will review capital project priorities and funding constraints and identify potential grants or other outside funding; this was a planning decision, not approval of capital spending. Staff also previewed animal-control code amendments required to align with King County rules under the city’s interlocal agreement with Regional Animal Services of King County, which expires at the end of 2027. The proposed changes include shifting dangerous-dog appeal hearings to the county, which staff said could reduce city administrative and hearing costs; the ordinance will return for consideration later, and no action was taken on it at this meeting.
