The City of Mill Creek, Washington, City Council’s regular meeting on October 27, 2026 included study sessions on surface-water rates, the 2027–28 non-general-fund budget, the 2027–32 capital improvement plan (CIP), and the proposed 2027 property-tax levy. No surface-water rate decision was made: a consultant’s study by FCS examined a proposed $5.5 million revenue bond for 2027 and rate scenarios with first-year increases of about 39% to 72%, depending on bond terms and reserve requirements. The proposed non-general-fund budget includes about $37 million in expenditures. The CIP identifies roughly $165 million in projects for 2027–32, while available resources limit near-term funded work; staff described grant-seeking and other financing approaches for unfunded priorities. Council discussed a proposed 1% property-tax increase and asked staff to bring comparison options, including use of banked levy capacity, to the November 3 public hearing; no levy decision was made at this meeting.
In the Dobson Remillard Church and Cook (DRCC) campus workshop, council passed a 4–3 motion directing staff to consider municipal services in the campus master plan. Discussion also covered theater space, with estimated costs of $9–13 million if integrated into a common building or $11–16 million as a separate project; no theater funding or construction award was approved. The council approved the consent agenda, including checks 70930–71008 and ACH/wire transfers totaling $1,148,677.23. No other contract award or vendor selection was identified.
