The City of Mill Creek, Washington, held its regular City Council meeting on August 11, 2026. The council approved, with six votes in favor, a resolution authorizing the finance director to complete a U.S. Bank investment advisory services account application and custody agreement. The finance director explained that the service transition changes the fee structure and that the city expects to phase out its individual U.S. Bank securities as they mature in 2027, with funds potentially moving to the lower-cost Local Government Investment Pool. The council also approved, with six votes in favor, Amendment No. 1 to the city’s professional services agreement with SafeBuilt Washington LLC, increasing the not-to-exceed amount by $100,000 for building official, plan review, and inspection services. Staff said the work is budgeted and costs are offset by building permit revenue.
A code-enforcement staffing study session compared part-time and full-time staffing options; council members expressed differing preferences, but no vote was taken. Staff will develop a proposal for the 2027–28 budget process. The finance director also reported that the city is finalizing three surface-water financing agreements: a rate-study contract estimated at $43,000 and bond counsel and municipal-adviser contracts estimated at about $50,000 each, with the latter expected to be paid from bond proceeds. The discussion referenced a $7 million catch-basin project and potential Southtown Center infrastructure design allocations of about $1 million each for transportation and surface water. The city manager also reported on grant-seeking efforts and planned sidewalk-panel replacement contracting.
