The Waupaca County Aging/ADRC Advisory Committee met on October 30, 2026. It approved the prior meeting’s minutes. The committee discussed nutrition-program changes for 2027, including digital voucher cards, resetting voucher balances at the start of the year, and adding an online balance-check tool. The 2027 budget was described as supporting up to 200 participants; staff are developing a needs-based scoring system that could allocate two, three, or five meals per week to serve more people and address the waiting list. The program received a major-gift grant of approximately $17,000 for October through December 2026, following an earlier award of about $15,000. Staff also discussed recruiting and potentially reimbursing volunteer meal drivers. Meals are supplied by local caterers, including Schuler’s and JJ’s on Main; no new vendor award or purchasing vote was reported.
Staff presented updates to the ADRC website and outreach plans. The county is working with LPI on resource guides and newsletters that the county says it does not pay to print, and is seeking to reduce other printing costs by directing residents to online and library resources. The committee also heard a presentation on Wisconsin Act 115 and its implementation challenges for adult protective services, hospitals, and nursing homes; no policy action was taken. A recommendation to appoint John Charleston to an open committee seat was discussed, with the recommendation to proceed to the Human Services Board and then the County Board for approval. No contract award or procurement vote was identified.
