The Concord School District’s joint Capital Facilities and Building Committees met on October 29, 2026, to review the guaranteed maximum price (GMP) for the school construction project. Harvey Construction presented a draft GMP of approximately $132.5 million, about $416,000 below the June estimate and within budget. The presentation described earlier bid-package savings of nearly $2.5 million and further value-engineering and buyout efforts. The committee voted to recommend that the Board approve the GMP amendment; members requested the contract for review before Board action. Under the agreement, unused project savings and contingencies return to the district, and the GMP is not expected to increase unless the project scope changes. The soft-cost budget remains $27,476,120; the overall project total was described as a little under $150 million, with solar-canopy decisions still affecting the calculation.

The committee discussed value-engineering choices, including simplified brickwork, a concrete-floor stain, and field installation timing, but made no final decision on the solar-canopy options; a committee meeting will develop a recommendation for the Board. Harvey reported construction progress, including completion of about 2,200 ground-improvement stone columns and substantial foundation and underground utility work. Members also discussed tariff exposure and procurement timing: the steel contract with Norgate was awarded in an earlier bid package, so the supplier bears the tariffs applicable when it was contracted. The project team is continuing trade buyouts and considering early material purchases, with escalation and tariff contingencies included in the GMP.
