The Aurora Planning and Zoning Commission’s October 29, 2026 study session (identified in the transcript as October 28) included an annual update on the city’s 22 urban renewal areas. The main infrastructure project discussed was the 13th Avenue station-area road extension and Tollgate Creek vehicular/pedestrian bridge, intended to enable transit-oriented redevelopment. The bridge is currently estimated to cost more than $8 million; the city has received $5 million in upfront matching funds, and tax-increment financing includes contributions of 65% of Arapahoe County’s and 70% of Aurora Public Schools’ tax increment. Right-of-way negotiations are complete, design is ongoing, and construction could begin near the end of next year and continue through 2029. No contract award, procurement vote, or new spending motion was reported.
Other updates covered Nine Mile station-area redevelopment, including new housing, retail, and a pedestrian bridge whose groundbreaking took place last month; Havana North/Argenta, where a previously approved $12 million redevelopment incentive supports redevelopment and public infrastructure, but further construction is delayed amid developer and financing issues; and the sale of Stanley Marketplace to Magnetic Capital. The commission also discussed how urban renewal areas are considered, including the need for redevelopment goals, a willing partner, and potential increases in assessed property valuation to generate tax increment financing.
