The Wasatch County School District Board held a study session on October 29, 2026, to review enrollment and class-size projections, school-facility needs, capital fund balances, and outstanding debt. Staff reported an estimated FY2026 capital fund balance of about $70 million, with roughly $20 million associated with completing Deer Creek-related projects, including the State Road 113 work. The board discussed potential needs at West Campus, Midway Elementary, and J.R. Smith Elementary. West Campus estimates included about $1.5 million for seismic upgrades, $1.5–$2 million for heating and air-conditioning work, and about $3 million in cosmetic and other improvements over five years. Other estimates included approximately $400,000 for J.R. Smith fire sprinklers, $100,000–$125,000 for a boiler, and $200,000–$300,000 for roof work. Districtwide ballistic glass film was estimated at $300,000–$800,000. These were planning estimates; no contracts, bids, or purchases were approved.
The board also reviewed general-obligation and lease-revenue bond obligations and possible effects of paying down debt or changing levies. Staff discussed a scenario with about $92.7 million in potential interest savings from accelerated payoff of lease-revenue debt, while noting that capital projects and taxpayer impacts would need to be balanced. The board asked staff to prepare financial mockups for a roughly 10-year plan, including alternatives such as renovating or rebuilding Midway, addressing West Campus needs, and other facility concepts, alongside debt repayment and ongoing annual capital maintenance. No spending motion or procurement approval was made; the agreed next step was further analysis and continued discussion.
