Date

Jurisdiction

State & Local

The MyGlendale Audit Committee met on October 29, 2026. Members unanimously elected Denise Miller as chair and approved the prior meeting minutes and the annual report to City Council. The committee postponed a decision on recommending the FY2026 audit work plan carry over as the FY2027 plan until its December 7 meeting, so members could review additional materials. Staff said the proposed plan includes audits and ongoing monitoring of vendor contracts and purchase orders, including high-value commitments, low remaining balances, and contracts nearing expiration. Staff will bring the committee the full audit universe and outstanding audit issues/observations for review and will assess options for providing access to the dashboards, subject to protecting sensitive information. Internal Audit reported operating at reduced capacity and said recruitment for two audit positions was underway.

The committee received results of the Fire Prevention Bureau revenue recovery audit, which identified control and billing issues across systems and vendors including Whitman Enterprises and Brycer. Findings included about $272,000 in unrecorded Whitman customer bills, approximately $170,000 of that more than 90 days overdue, and historical reconciliation variances of about $7,000; management agreed to corrective actions. Public comment raised concerns about a possible charter proposal to allow bond issues to be placed directly with an underwriter rather than competitively marketed through an RFP, asserting that market bidding could reduce costs. No committee action was taken on that proposal. The committee also discussed the relationship between its recommendations and City Council approval of the annual audit plan.
