The City of Oregon City Natural Resources Committee held a virtual meeting on October 29, 2026, to review ICON Construction’s revised natural-resources overlay application for its proposed Park Place subdivision. ICON described changes to the stormwater plan, replacing the prior approach with three treatment and detention ponds, including a permanent pond for the first phase. The proposal includes about 30,000 square feet of natural-resource impacts and approximately 75,000 square feet of proposed mitigation, with native plantings and invasive-species removal. Members also asked about geologic stability, wetland jurisdiction, planting and monitoring, and climate resilience; the applicant described a five-year monitoring period with an 80% plant-establishment requirement before release of the financial guarantee.
The committee lacked a quorum, so it could not take action or make a recommendation to the Planning Commission. Members expressed generally favorable views of the applicant’s revisions and discussed potential questions about plant selection and mitigation, to be considered at a future meeting. Staff said consultant comments were being reviewed and that the updated staff report was due ahead of the Planning Commission’s November 23 meeting. No procurement activity, contract award, or spending decision was identified; the only motion was to adjourn.
