The Lawrence City Council Personnel and Budget and Finance Committee meetings on October 29, 2026 included one personnel appointment and several budget matters. The Personnel Committee voted to recommend Elvis Laura’s appointment to the Lawrence Cultural Council. In Budget and Finance, members advanced a $280 expenditure from disability parking-violation funds for deaf and hard-of-hearing awareness activities, pending a written legal opinion; advanced a $30,316.80 prior-year invoice to outside counsel Brody, Hardoon, Perkins & Keston for a closed cemetery-negligence matter; and recommended a public hearing on FY2027 property-tax classification. The assessor presented projected city property values of $9.6 billion and approximately $13.4 million in excess levy capacity. The committee also advanced authorization concerning Cataldo Ambulance Services funds for a Fire Department EMS coordinator salary; the amount was inconsistent in the transcript, with the chair citing $770,000 and the fire chief referring to $70,000. These items received favorable recommendations for full council consideration; no contract award or competitive procurement was discussed.
The Budget and Finance Committee also voted to untable and send seven older matters to the full council for withdrawal. In the Personnel Committee, members tabled or withdrew several older items, including a proposed financial-administration ordinance and a police-department executive-assistant position, after noting they may already have been resolved. The committee did not make a final council-level decision on the Cultural Council appointment or the budget items during this meeting.
