At the Wayne County Council meeting on November 4, 2026, the council approved a $45,346.26 claim from its contingency fund for the final payment on the county’s records-management/CAD software project. Two planned interfaces to state e-ticketing and crash-reporting systems were removed from the vendor’s scope because the work was not completed. The council also approved funding for a replacement patrol vehicle from its one-time budget line; the transcript’s quoted vehicle price is garbled as “$55,62,” and the sheriff estimated another $13,000–$14,000 for upfitting, to be paid from the sheriff’s budget. The election office requested $15,000 for general-election worker pay, but council members asked for supporting figures and budget-transfer options before considering the request. A jail radio repeater was discussed as a safety need, with an estimated cost of $10,000–$15,000, but no funding action was taken.

The county administrator reported progress on jail window replacement, generator switchgear, courthouse landscaping and security work, and renovations for the health department; the health-department work is proceeding under previously approved funding of up to $90,000. A previously funded purchase with a reported total of about $370,206 was awaiting a final invoice, with the transcript indicating an allocation of roughly $350,000 and an amount still to reconcile. Six entities pooled $1,250 each to hire HWC for an initial letter of intent for the state’s Stellar designation program; a potential $50,000 grant for further application work was described, but no award was confirmed. The council clarified that it had not yet considered or rejected a city request for support of sewer construction at the industrial park. It also adopted a policy to begin meetings with prayer; that policy decision was not procurement-related.
