At the October 29, 2026 Utica Harbor Point Development Corp. meeting, the board approved an amendment to the purchase and sale agreement for Harbor Point property. The stated purchase price was $458,150; the corporation also discussed approximately $476,000 remaining on NBT Bank debt, about $28,500 in closing costs, and anticipated net proceeds of $429,650. The amendment removes the requirement for the buyer to pay approximately $125,576 in previously incurred engineering costs at the property closing. Instead, the buyer will pay when its construction financing closes and receive the related engineering work product; the discussion also addressed the purchaser’s request not to use a promissory note. Easement descriptions and maps were still being finalized, with conveyance and signatures to follow once documents were complete.

The buyer presented plans for a new building, with construction expected to start around mid-January to mid-February after title is obtained and take about 15 months. Members also reviewed Harbor Point welcome-sign concepts and discussed a larger-area sign option, with an indicated budget of roughly $800,000 and required state DOT approval. No sign design or award was approved in the discussion; participants said the sign should be included as an allowance in the contract while the project moves toward bidding, reportedly planned for the following month.
