The City of Concord Planning Board meeting on November 2, 2026, included consideration of a comprehensive development plan (CDP) for Onyx Staplegate Concord LLC’s redevelopment of the former Steeplegate mall and Regal Cinema sites. The proposal describes approximately 600 apartments, 329,200 square feet of retail space, and 5,400 square feet of restaurant space. The board voted to grant CDP approval subject to the listed conditions. A comprehensive traffic impact review by the city and New Hampshire state authorities remains ongoing; resolution is required before final approval, including identification of necessary off-site improvements and preliminary costs. Staff also noted that three related site-plan and subdivision applications are not currently consistent with the CDP and asked the applicant to align, revise, or withdraw them as appropriate. No contract awards, vendor selections, or purchasing decisions were identified.

The board also accepted a Public Safety Advisory Board report for consideration in the master plan process, appointed members to a master plan advisory subcommittee, and supported pursuing a youth-focused engagement event. Members discussed plans for six neighborhood forums and a public survey. These planning and outreach discussions did not include procurement actions or specific spending allocations.
