Athens-Clarke County Planning Commission meeting, November 5, 2026. The Commission considered a text amendment and zoning action for the Georgia Square Mall properties, intended to replace the existing planned development designation with Commercial General zoning and a special district overlay. After revising the draft to include phased development triggers, the Commission voted to recommend the overlay with Option B, rounded acreage thresholds of 27 acres, 13.5 acres, and all remaining acreage, and specified open-space language. Staff was asked to document how the triggers would be administered and explain the options and calculations in its report to the Mayor and Commission. The Commission separately voted to dissolve the existing planned development designation. The overlay would establish development standards and provide for a transit facility, mixed-use core, open space, and public-access multi-use paths; the developer representative said the owner opposed the revisions overall but considered Option B the least objectionable of the trigger options.
