Wakulla County Board of County Commissioners special quasi-judicial meeting (October 28, 2026, per the meeting title) considered two appeals concerning the Raker’s Crossing subdivision, a proposed 191-lot development on approximately 174 acres. Staff said the subdivision’s preliminary plat and PUD zoning were approved in 2006, development plans were approved in 2023 and revised in 2025, and the 2026 development permit application (DPA) only allowed construction to begin under those prior approvals; it was not a new development order. Staff recommended rejecting both appeals, finding the first untimely and the second invalid. The appellant argued that the 2026 DPA was a new approval, that the appeal was timely, and that updated utility, concurrency, stormwater, and geotechnical reviews were required. Staff said water and sewer capacity would be addressed at later stages, including final plat and building-permit review, and that school concurrency would be addressed at final plat. Staff also confirmed a stop-work order had halted clearing while the matter was before the board.
Residents raised concerns about water quality and capacity, drainage, traffic, and growth. Commissioners discussed whether concurrency requirements should be strengthened in the future, but no policy change was adopted; members noted state restrictions through October 1, 2027. A motion to uphold staff’s decision (option one) was made and seconded, but the transcript does not record the vote or final disposition. No procurement activity, contract award, or spending approval was identified.
