Tompkins County Board of Health meeting, October 29, 2026. The board considered several environmental-health enforcement resolutions, approving multiple actions, including one with amended compliance deadlines; it withdrew a motion on the Echo Bay Estates item and returned to it later. Discussion of Bailey Park focused on repeated water-system compliance problems and residents’ prior loss of water for more than two weeks. Staff said the water was currently safe, but the park still needed to provide information and address outstanding penalties before an operating permit could be issued. Staff also reported that the fairgrounds plans to propose a dump station connected to the municipal sewer system, with plans still pending. No contracts, bids, vendor selections, or purchasing approvals were identified.

Staff also reported that a casino had not paid a significant health-order penalty by the deadline and had received a late notice; Yasses was making payments under a payment plan. Other updates covered public-health staffing, a new hoarding task force, emergency water-system planning, and uncertainty about continued state funding for a workforce-retention and HR coordinator role. The board then voted to enter executive session to discuss litigation.
