The Chattanooga City Council Community Development and Education Committee met on October 29, 2026, for departmental briefings from Early Learning and Community Development. Early Learning reported that Head Start and Early Head Start manage more than $15 million in federal funding and serve 585 children; its enrollment goal is 97%. Updates also covered childcare-provider support, school-based services, and upcoming initiatives. No contract award or procurement vote was reported.

Community Development described facility and program work, including a comprehensive assessment of aging city pools, sand-filter upgrades at Warner Park, and placement of AEDs in community centers under agreements worked through with the City Attorney’s Office. The Eastgate Senior Center is targeting activation in January 2027, a second South Chattanooga resource hub is planned for March 2027, and a rape crisis center groundbreaking was scheduled for November 2. Staff also said they were coordinating with Facilities and Purchasing on surplus-equipment removal. A council member requested review of vending-machine agreements and whether revenue could support the centers, and asked about directing center rental revenue to local programming; no decision was made. The discussion also referenced a $250,000 Council allocation for radio ads related to community programs. No spending or procurement motions or votes were identified.
