The Manchester-by-the-Sea Zoning Board of Appeals met on October 28, 2026, and unanimously approved special permits for three private residential projects: a swimming pool and permeable patio at 8 Sky Top Drive, a large accessory dwelling unit over an existing garage at 24 Proctor Street, and an addition to the existing nonconforming home at 5 Andrews Avenue. Conditions included maintaining required setbacks and fencing for the pool, limiting the ADU to 1,200 square feet and prohibiting rentals of less than six months, and building the addition substantially in accordance with the submitted plans. No contract awards, purchasing decisions, budget allocations, or other procurement activity were identified.

The board continued the Essex County Club’s application for two golf-course restrooms at 153 School Street to January 27, 2027, to allow further review of the location with the Conservation Commission and consideration of neighbors’ concerns about proximity, screening, and public access; the decision-filing deadline was extended to March 31, 2027. The board also discussed corrections to prior meeting minutes and an upcoming variance application. No procurement-related votes or spending actions were taken.
