The City of High Point Finance Committee met October 29, 2026, and approved or advanced multiple procurement and capital-project items. The committee approved a $228,122 design and pre-construction contract with Frank L. Bloom Company for Phase 1 work at 300 Oak Street; construction pricing is expected later, with a preliminary estimate near $3 million. It also approved a $485,922.90 change order for unforeseen underground-utility and roadway work, bringing the adjusted contract total to approximately $10.25 million. Water and wastewater actions included sole-source purchases of meter antennas and adapters from United Systems and Software ($126,285), water meters from Badger Meter, and meter-box lids from Core & Main ($186,433.54); a water-tank recoating contract (approximately $182,000); a $240,000 clarifier installation contract with Jordan Innovative Fabrication; sewer rehabilitation with KRG Utilities (approximately $2.28 million); and engineering and sewer-inspection task orders with CHA Consulting ($281,340 and $147,736, respectively). The committee also approved use of settlement proceeds for additional contaminant testing, and a five-year transit booking-software agreement with Spare Labs, with a reported local share of $222,550.

Other approved items included a Motorola Solutions radio-system upgrade, partially supported by a federal grant; acceptance of $39,580 in federal grant funds for the police department’s Axon body-camera and interview-room services; a seven-year LeadsOnline ballistics-system service agreement; task order services for Triangle Lake Road property acquisition and relocations; and a speed-limit ordinance update. A proposed $200,000 general-fund contribution to the Shops on Washington Street project was discussed amid questions about public support for privately operated businesses; it was forwarded for discussion at the full council meeting rather than approved by the committee. The committee also approved acceptance of a donation of two parcels to protect a sewer main and creek. Most approved items passed by voice vote, with no opposed votes reported. തീയ
