At the November 2, 2026, City of Casa Grande Council meeting, staff held a study session on roadway project planning and design as part of a multi-session series. Staff described how projects move from identified need through planning, pre-design, and final design, emphasizing early utility and right-of-way coordination, agency permits, cost estimates, and public communication to reduce construction delays and budget risk. Staff said it is developing a public-facing project map and plans to incorporate funding for planning and design into the CIP process. The council also discussed construction cost uncertainty, staffing, and the need to measure whether projects meet established timelines; no procurement award was made during the study session.

The council approved several funding and contracting actions. It authorized acceptance of up to $720,000 in ADOT grant funds for airport perimeter fencing, with ADOT covering 90% and the city providing a 10% match (Resolution 5984). It approved a contract with Cactus Transport LLC, doing business as Cactus Asphalt, for Central City Rehab Phase One pavement preservation: the proposal was approximately $4.7 million, with up to $5 million in spending authority, including a roughly $299,710 contingency, from the FY2027 budget (Resolution 5985). It also approved an emergency contract with Ellison Mills Contracting LLC for comprehensive rehabilitation of Lift Station 6; the amount was not clear in the transcript. Staff said the work would be funded by redirecting this fiscal yearโ€™s manhole rehabilitation funds, foregoing other manhole work, and would require an estimated eight weeks of bypass pumping (Ordinance 3522). The council additionally advanced landscaping-code amendments that include water-conservation and site-design standards, which may affect future development projects.
