York County Health and Environmental Protection Committee meeting, October 29, 2026: The committee discussed a proposed York County Parks Foundation, including whether it should be parks-specific or part of a broader county foundation. Staff reported that a comparable foundation estimated $10,000 in startup funds would be sufficient, with directors’ insurance costing about $1,000 annually; these were estimates, not an approved appropriation. The committee voted to recommend establishing a York County Parks Foundation, with the proposal to proceed to County Council. The discussion also identified future work on bylaws, an MOU, board structure, and limits ensuring foundation funds support approved parks projects. No vendor award or contract procurement was identified.
Staff reviewed the first year of municipal recreation agreements. Under the agreements, municipalities receive $10,000 annually for operations and may accumulate up to $15,000 per year for capital needs. The county paid approximately $194,700 to the Town of Clover and $82,200 to the City of York for eligible unincorporated-area participants. Staff said some smaller municipalities had begun drawing on capital funds, and noted capacity constraints at recreation facilities—particularly in Clover and at Field Day Park—as issues for future discussions and parks master planning. Renewal terms and any increased financial or facility partnerships remain for future consideration.
