Berkeley County Schools Board of Education meeting, November 2, 2026: The board unanimously approved awarding the base construction contract for Falling Waters Elementary School to Howard Shockey & Sons, Inc., for approximately $42.68 million. The 111,978-square-foot, two-story school is designed for 919 kindergarten-through-fifth-grade students and is part of the district’s 2022 bond program, with support from the West Virginia School Building Authority. The project also includes a water-line upgrade: the Berkeley County Public Service Water District will reimburse the district $500,000 for added materials and work. A partnership on the sanitary-sewer extension is expected to avoid an approximately $1 million district expense, leaving those funds available for other bond commitments. Additional project components are expected to come before the board separately.

The board also received an update on implementation of the state Third Grade Success Act, including student interventions, family communication, assessment timelines, and summer-school planning; no related procurement action was taken. Other agenda items included student and staff recognitions, superintendent announcements, and personnel actions. The Falling Waters Elementary construction award was the meeting’s principal procurement decision.
