The Yamhill County Board of Commissioners’ formal session on October 29, 2026, included a Health and Human Services update on anticipated Medicaid changes and related budget pressures. The department projected that Medicaid enrollment could decline by about 20% over the coming year, reducing per-member funding while service obligations remain. The county is negotiating its CCO contract; the director noted that possible changes to CCO regions or the state-required CCO procurement process remain undecided. The department also described state and federal rural health transformation funds supporting community health workers and clinical supervision. Commissioners unanimously approved a three-year amendment to the agreement with the University of Oregon’s Oregon Hazards Lab (Board Order 25-205) to lease space at High Heaven Tower and add equipment, effective November 1, 2026, through October 31, 2029; no dollar amount was stated. They also unanimously approved a collective bargaining agreement with AFSCME for July 1, 2026, through June 30, 2029, and extended its compensation and benefit terms to certain management and nonrepresented employees; no amounts were provided.
The board approved a conditional-use request for a bed-and-breakfast and approved advancing taxes for certain municipalities. It amended and approved the proposed truancy task force order after debate, with a 2–1 vote, adding the phrase “if any” to the task force’s consideration of enforcement mechanisms. A separate land-use hearing on an agricultural building continued, with the record open for submissions and rebuttals through November 25 and the hearing scheduled to resume December 3; no procurement decision was made. In announcements, commissioners reported that CPRD is considering a golf clubhouse replacement in two to four years and discussed possible funding sources, including levies, bonds, general funds, system development charges, and grants. No clubhouse funding or contract was approved at this meeting.
