The Yuba City Planning Commission met on October 28, 2026. The Commission approved a two-year extension of the use permit for the Sikh temple, setting a new expiration date of April 24, 2028. It also considered zoning code amendment 2602, a package implementing the city’s 2021–2029 Housing Element and state housing requirements, and made a motion to recommend the amendment to the City Council; the transcript does not capture the final vote. The General Plan Amendment item was continued to a December meeting, apparently December 9, though the transcript is unclear.

Staff reported that the state awarded Yuba City and Habitat for Humanity $40.6 million in Homekey+ funding for the second phase of a housing project; $35 million of the award is available for capital costs. Staff also said the city is preparing a parks grant application for submission in December, with results expected in mid-2027, and that private-sector submittals are being solicited for economic development sites. These were updates rather than city procurement awards. Staff noted that construction has begun on the Bogue-Stewart master-planned development, with Lennar Homes undertaking development work, and that a draft rewrite of the city’s zoning code is expected the following month.
