🏗️ Construction & Infrastructure 🚨 Public Safety Physical Infrastructure Grants & Funding

At the February 1, 2022, Sacramento City Council meeting, the council unanimously approved issuance of mortgage revenue bonds for the River City Trio affordable-housing preservation project, which will rehabilitate three properties and maintain housing for current residents. The project, owned by Vitas Group, includes exterior and system upgrades and may convert gas appliances to electric where financially feasible; no bond amount was stated. The consent calendar, approved 9–0, included a $1.3 million FEMA non-disaster grant for training, warehouse costs, and readiness of Sacramento’s 200-member urban search-and-rescue team, as well as the city treasurer’s monthly transaction report. No contract award or competitive vendor selection was identified.

The council also approved authorization for a mailed ballot election on a proposed property-related storm-drainage fee; this action sends the measure to property owners for a vote and does not itself approve the fee. Utilities staff cited an estimated $235 million backlog of identified drainage projects and a recommended $34 million annual capital improvement program, and said the proposed fee would help repair aging pipes and pumps, reduce flooding and sewage overflows, and support water quality. The ballot was scheduled to be mailed in February, with votes due March 16. The council also withdrew another public hearing item; no procurement action was described for it.
