The City of Bloomington Planning Commission reviewed the proposed 2027–2036 Capital Improvement Plan (CIP) for consistency with the city’s current comprehensive plan. Staff explained that the CIP lists anticipated capital projects over $50,000 but does not authorize their construction or funding; individual projects require later approvals. Examples discussed included rebuilding Fire Station 2, replacing the Dwan clubhouse, a fleet maintenance garage with solar panels, and a public roadway near 86th Street and Xerxes Avenue. Commissioners debated a proposed South Loop water-park parking ramp, including its estimated $75 million cost, use of Port Authority special TIF funds and possible bonding, and whether additional parking aligns with transit, pedestrian, and bicycle goals. The commission adopted a resolution finding the CIP compliant with the comprehensive plan, 3–1, with Commissioner Coleman opposed. A City Council public hearing on the CIP was noted for December 7. No contract awards or vendor selections were identified.

The commission also received an update on the Bloomington 2050 Comprehensive Plan. Phase-one engagement included about 646 interactions across 15 events, nearly 500 six-word story postcards, and 172 survey responses. Staff highlighted themes including connected neighborhoods, varied and affordable housing, walking and biking infrastructure, community gathering spaces, and a strong, inclusive economy. The commission provided feedback on draft priorities and guiding principles; further engagement and policy development are planned for 2027, with adoption anticipated by the end of 2028. The meeting also included approval of the October 1 meeting synopsis and scheduling updates for upcoming commission items.
